35-year-old Dutch Phelan, of Hackett, Arkansas lost his life after his 2001 Dodge vehicle left the road, struck a culvert, and reportedly went airborne. The accident occurred around 7:45 p.m. on Wednesday, January 24th, as Mr. Phelan was traveling east on Arkansas Highway 10 in Hackett, near Reeves Road.
